ABOUT KEM
KEM is a family-operated firm based in St. Louis, Missouri, specializing in rebate and incentive optimization for indoor cultivation projects.
In 2019, founder Jeff Kelley recognized the need for a new presence in the agricultural energy efficiency program space: a technical partner to utility programs with the ability to bridge the gap between real-world cultivation facilities and program frameworks. As Jeff recognized and quantified the significant energy savings potential of efficiently designed cultivation facilities, he founded KEM to deliver best-case outcomes to both the newly-licensed cultivators and the utility companies eager to help them realize their efficiency goals.
Since 2019, KEM’s reach has expanded out from Missouri, across the Midwest, and now to every corner of the United States. Though the footprint has grown, KEM remains singularly committed to every client, every day.
Our size is our strength. We exist to help you grow.

OUR SUCCESSES
KEM actively works with dozens of utility programs nationwide. We are recognized across the country as a top-performing energy saver, with a consistent track record of delivering high kWh saving projects that hold up under rigorous engineering review.
KEM has earned numerous trade ally awards since 2019. We have been acknowledged for delivering the deepest energy savings on individual projects (Arizona, Kentucky, Georgia) as well as the highest annual combined savings across all projects (Missouri, Michigan, New York).
In many cases, we help advance how programs approach emerging technologies and new project types. Our expertise is often leveraged to implement new savings methodologies, develop program incentivization structures, and identify opportunities for programs to capture additional untapped savings.
For cultivators and project partners, this translates to:
Greater confidence in project approval
More accurate and optimized incentive outcomes
Credibility with program reviewers and decision-makers
KEM is not simply submitting applications. We help to ensure that projects are aligned with how utility programs actually evaluate and approve savings, creating value for both programs and project teams.
